Free time decides the bill
Terminals allow a set number of free days after discharge, and Norfolk runs shorter free time in peak weeks. Demurrage starts on day one after expiry and compounds. Booking haulage against the expected release rather than waiting for the actual one is what keeps a container from sitting.

Chassis
The chassis and the container bill separately, and shortages hit Hampton Roads in peak season. An overweight container needs a triaxle, and a reefer needs a genset for any move off dock power.
Transloading
Cargo bound past the Appalachians costs less transloaded into a 53ft domestic trailer than moved in the ocean box. Three 40ft containers fit two domestic trailers on most palletised freight, and the saving covers the handling on any run past 500 miles.
